The blog you found in Adelaide was probably mine. I do a looming blog called Looming in Adelaide. :)

As for the Penelope loom, I got it from the Virginia Farm Woolworks store. The lady told me she'd gotten a stack of the inkle looms from a primary school in the area (country NSW), they were part of the old home economics room. There's nothing else around about them, though, sadly.
